In 2011 Slightly Lower Numbers of Wiretaps Compared to Last Year
BRASILIA, Brazil - In August, Brazilian courts ordered at least 17,122 telephone lines to be monitored, according to a statement on Monday by the National Council of Justice (CNJ). The number is slightly lower than the number from the same month last year, when the courts ordered 17,417 wiretaps.

In federal court, the Federal Court of the 1st region issued the greatest number of wiretap warrants: 840. In state courts, the Sao Paulo Court of Justice issued the most warrants with 2690 and the State Court of Parana came in second, issuing 1,349. The Federal District issued 833, Goias 1,105, and Rio Grande do Sul, 1,041.
Counted separately were VoIP phones, or other calls made over the internet. In August, courts ordered 750 such devices monitored in the country, with Sao Paulo again topping the list with 120. Authorities count VoIP wiretaps separately to ensure greater control over and to prevent indiscriminate use.
Authorities also need Warrants to monitor email and other electronic data transfers. In August, courts authorized monitoring of 320 email addresses, with the highest numbers being in Sao Paulo, 87; Pernambuco, 24; and in Mato Grosso, 23.
